Montenegro’s walled bay town is small, steep and busier than it looks. Here is the practical groundwork — airports, ferries, walls and timing — before you go.

Kotor sits at the closed end of a fjord-like bay, pinned between black limestone cliffs and very still water. The walled old town is small enough to cross in ten minutes and tangled enough to lose an hour in. The logistics around it, though, are where most trips go wrong.

  • Status: the old town and the wider Bay of Kotor are inscribed on the UNESCO World Heritage list.
  • Nearest airport: Tivat, around the bay. Podgorica and Dubrovnik (Croatia) are the larger alternatives.
  • Best months: May, June and September. July and August are hot, and cruise days are relentless.
  • Getting around town: on foot only. Cars cannot enter the walls.

Getting in

Tivat is the closest airport, typically well under an hour by road, and it is the easiest option in summer when charter flights multiply. Podgorica is roughly an hour and a half away and better served in winter. Dubrovnik is the biggest hub of the three, but it sits across an international border, and the crossing can add a long, unpredictable queue in peak season. If you rent a car in Croatia, confirm in writing that the company permits cross-border driving and supplies the right insurance documents.

Buses arrive at the small station just outside the Gurdic gate, with regular links along the coast to Budva and Herceg Novi, inland to Podgorica, and across the border to Dubrovnik. Cruise ships tie up almost against the walls: the town fills sharply mid-morning and drains again in the late afternoon.

Getting around

The bay road is a single carriageway that hugs the shoreline, so distances that look tiny on a map can take a while. The Kamenari–Lepetane ferry across the Verige narrows runs frequently and cuts out the long loop around the inner bay — worth it if you are heading towards Herceg Novi. Local buses connect the villages strung along the water; taxis are easy to find, but agree the fare or use an app before you set off.

The serpentine road climbing behind the town towards Krstac is a spectacular drive with a serious number of hairpins. It is narrow, it has drops, and it is not the place to learn a manual gearbox.

Doing it right

  • Climb the walls early or late. The fortified route up to the Fortress of St John is roughly 1,350 uneven steps and about 260 metres of ascent above the town. There is no shade worth the name. Take water and proper shoes; a ticket is required in the main season.
  • St Tryphon’s Cathedral, consecrated in 1166, is the town’s historic anchor and worth the entry.
  • Dress modestly in churches, and expect cats everywhere — they are a genuine local institution, not a gimmick.
  • Swim outside the walls. The waterfronts at Dobrota, Muo and Prcanj are far pleasanter than anything directly below the old town.
  • Give Perast an afternoon. Small boats run out to the man-made islet of Our Lady of the Rocks.

Tip: Plan your old-town wandering for early morning or after about 5pm, when the cruise crowd has gone. Check the day’s ship schedule — it is published locally — and build your walls climb around it.
