Baku's hotel scene tells the city's story in miniature: oil money built palatial landmarks, the 2010s added architectural showpieces, and the walled Old City keeps a quieter tradition of small guesthouses in centuries-old stone. Top tier: the icons

The Four Seasons Hotel Baku is the city's beaux-arts statement piece — a curved, columned facade between the Old City walls and the seafront boulevard, with rooms overlooking the Caspian. It is the address that best combines grandeur with location. Up on the hill, the Fairmont occupies one of the three Flame Towers themselves: staying inside Baku's most famous silhouette means sweeping bay views and a short funicular hop from the center. Both trade at prices that would look like bargains in Paris or London.

Upper-mid: business polish, big views

The JW Marriott Absheron rises over Azadliq Square near the seafront with a rooftop pool and reliably plush rooms, while the Hilton Baku stands directly on the boulevard, putting the Caspian promenade at your door and a revolving-style top-floor bar above it. Both suit travelers who want international consistency with panoramas attached, and both walk easily to Fountains Square.

Character stay: inside the walls

For atmosphere over amenities, the Old City — Icherisheher — shelters a cluster of small boutique hotels and guesthouses built into old stone houses along its lanes. Rooms tend to be snug and quirky, but you wake inside a UNESCO World Heritage Site, with the Maiden Tower and the Palace of the Shirvanshahs minutes away and the modern city conveniently outside the gate. Light sleepers should ask about windows and lanes; stone alleys echo.

Budget: the practical core

Affordable Baku clusters around the streets between Nizami Street and the train station: modest local hotels, apart-hotels and hostels within walking range of everything. Standards vary more than at the branded end, so lean on recent reviews, and remember that taxis and the metro are cheap enough to make location a minor cost consideration.

Choosing

Romantics and architecture lovers: Four Seasons or an Old City guesthouse. View chasers: the Fairmont in the Flame Towers. First-timers who want easy walking: anything along the boulevard edge of the center.

Tip: Ask for a Caspian-facing room when booking the seafront hotels — the boulevard side is the entire point — and check dates against the Baku Formula 1 street race, when the waterfront grid closes and rates jump.
